13.Subsystem State
Subsystem State service manages life cycle of the subsystem. The client, CCU
or Safety service sets the state.

13.3 Parameters
- CYCLEINTERVAL double, time interval in seconds of each cycle, default=0.1.
- CHECKINTERVAL double, time interval in seconds to check the states of all the management services, default=2.0.
- MESSAGEINTERVAL double, time interval in seconds to query the states of all the management services from the Subsystem Manager, default=0.5.
- REPORTTIMEOUT double, timeout in seconds for not receiving updates of the states of the management services, default=2.0.
