11.Query Allocated ID
Uni-cast, Subsystem Manager sends this message to the ID Allocator. The Subsystem Manager can then validate whether its ID was allocated. If the ID validation fails, the Subsystem Manager stops broadcasting Subsystem Manager Ready messages to all the Node Managers. The Subsystem Manager also needs to re-obtain ID.
ID = 0 is to query all system IDs
Subsystem type = UNKNOWN is to query all subsystem type.
Recipient replies: Report Allocated ID.
